MEETING MINUTES
July 19, 2005

CALL TO ORDER:
Pat Kerr called the meeting
to order at 7:03 pm and those assembled recited the Pledge of Allegiance.
PROOF OF NOTICE AND VERIFYING
OF QUORUM:
Present at the meeting were
President Pat Kerr, Vice President Sonia Richards, Treasurer Matt Ryan
and Director Dave York. Van Moore and Sharon Lockamy of Advanced
Property Management were also in attendance. Secretary Marcia Johns
was absent.
READING AND APPROVAL OF
MINUTES:
The approval of the previous
meeting minutes was postponed until the next meeting.
SPECIAL SPEAKERS:
Aquatic Systems: Gary
Ribbick from Aquatic Systems gave a presentation to the Board and owners.
Gary stated his company was hired years ago to take care of the wetlands
and water retention ponds in Sunset Lakes. Van Moore asked Gary to
look at the property again and submit a proposal. Gary stated the
retention ponds look okay, they have a few minor problems. The trees
need to be cut and removed from the wetlands. Van Moore has the proposal
from Aquatic Systems and the Board would like APM to send the proposal
to Dave York.
Chem Green: Chuck from
Chem Green stated their company takes care of the palms at the front entrance,
park area, and Island Estates. Chuck stated he also treats the fire
ants twice a year. The Board asked Chuck to submit a proposal to
trim the palms along Waterford. The Board asked Chuck to look at
the palms at the far exit gate since they are not looking good.
Bob’s Complete Lawncare:
Bob from Bob’s Complete Lawncare stated the Sunset Lakes Association pays
him $5400.00 per month to maintain the property. Bob stated he trims
palms, replaces annuals, as well as mowing, trimming and edging.
Bob stated he has submitted a new contract to have more man hours on the
property to Van Moore of APM.
COMMITTEE REPORTS:

ARC: no report at this
time.

Garden Committee: Eileen
Banta reported the sign for the lawn of the season has been repaired and
looks as good as new after the hurricane damage. This month the homeowners
association award has been given to Charles and Linda Granger in Island
Estates. The committee would like to thank Lou Willadsen for being
the first neighbor to donate an oak tree for the common area in the development.

Audit Committee: Matt
Ryan made a motion for Jim Brannigan to be the chairman of the audit committee.
Sonia Richards seconded the motion and the motion was passed by voice vote.
TREASURERS REPORT:
Matt Ryan reported the Operating account has $79,284.93. The Reserves
account has $78,546.52. Total current assets $201,636.12.
Matt reported currently 55 homeowners have not paid their dues that should
have been paid by May 15th, 2005. Anyone who owes should contact
the Board or APM to make payment arrangements.
OLD BUSINESS:

Court Case: Pat Kerr reported
this took place June 23rd. The BOD has not heard anything from the
attorney.

Vandalism: Matt
Ryan reported four children out of twelve showed up to clean the graffiti.
Matt stated if there are anymore problems the association will prosecute.
In addition, Matt has notified the sheriff of people speeding in the community
when children are waiting/picked up from the school bus. The sheriff
will do extra patrolling and will be giving out tickets.

Gates: Dave York reported
he has repaired the front visitor gate several times.

Website: Pat Kerr stated
Mike Swift (web master) has done a great job on the website. If any
owners would like to post something on the website, please contact one
of the Board members or APM.

Auditing Firm: Matt Ryan
made a motion to have Advanced Accounting do the audit for the association.
Sonia Richards seconded the motion and the motion was passed by voice vote.

By-Laws: Pat Kerr reported
the by-laws have come back from the attorney. The Board would like
to get them out to the owners as soon as possible. The Board reviewed,
page by page, all the changes. With the exception of one page everything
was fine. Sonia Richards made a motion to accept the by-laws with
the changes with the exception of page ten. Dave York seconded the
motion and the motion was passed by voice vote.

St. Johns Water Management:
Matt Ryan and Sonia Richards met with Mr. Fariborz from St. Johns Water
Management. The flooding on Sunward Drive is not a SJWM problem.
Sierra Drive-Lake Erosion: SJWM stated they would give a letter stating
it is okay to put in a seawall if design prints are in order. Limerick-Erosion:
Mr. Fariborz said the plants should be cut to the waters edge. He
will get back with Sonia Richarads. Tradewinds Trail: Mr. Fariborz
stated the pipe from lake to lake is completely choked from vegetation.
Mr. Fariborz stated the homeowners may clean the pond because no permit
is needed. Mitigation Area-Island Estates: Mr. Fariborz stated
Deerfield Properties has been cited for the clean-up of pepper trees and
overgrowth. Mr. Fariborz will follow up with this issue. Starlight/Sunburst-Drain
pipe: Mr. Fariborz suggested removing the concrete on the pipe.
Mr. Fariborz will follow-up with Sonia Richards. In general, the
lake maintenance has not been kept up. He will extend signing off
on permits and turning them over and will report back to Sonia Richards.
NEW BUSINESS:

Fall Picnic: Pat Kerr
asked for volunteers to help with the fall picnic. Please contact
a Board member if you would like to help.

Front Entrance: Matt Ryan
reported the Board is looking for volunteers to pressure wash the front
entrance, planters, and some painting. Pat Kerr would like this put
into the Gazette.

Hurricane Season: Pat
Kerr stated hurricane information can be found on the website. Please
don’t use generators in the garage or patio area. Look out for your
neighbors. Street captains would be a great idea. Dave York
mentioned you can buy a battery operated TV for approximately $20.00.
Radio systems work well in the storms.
ADJOURNMENT:
With no further business Matt Ryan made a motion to adjourn the meeting.
Sonia Richards seconded the motion and the meeting was adjourned at 8:38
PM. .
