Annual and Organizational Meeting Minutes
THURSDAY, February 19, 2009 AT
7PM
held at the Moose Lodge on Courtenay
Pkwy in Merritt Island.
THERE WAS NO QUORUM TO HOLD
THE ANNUAL MEETING
THEREFORE THE EXISTING
BOARD AND ARC COMMITTEE CONTINUE FOR ANOTHER YEAR.
Organizational Meeting called
to Order: Chris Gerace called the meeting to order at 7:20pm.
Appointment of Director:
Lee Tibbits made a motion to appoint Mathew Long, Ed Schaffer seconded
the motion and all were in favor.
Election of Officers: Ed
Schaffer made a motion to appoint the officers as follows:
President Lee Tibbits
Vice President Chris Gerace
Secretary Gina McDonald
Treasurer Mathew Long
Director at Large Ed Schaffer

motion and all were in favor.
NEW BUSINESS:
Filing Notice of Intent to
Foreclose on Delinquent Accounts more than 12 months:
Chris Gerace mentioned that
both the Board and APM have done all they can to work with a small group
of people who delinquent on their account by one year or more.
Chris Gerace made a motion
to file intent to foreclose action against them providing the houses are
not vacated and going into bank foreclosure, Ed Schaffer seconded the motion
and all were in favor.
Annual Financial Review (Twila
Midwood): The deposit check has been signed and the back up disk is being
provided to her Friday morning (tomorrow).
Gazebo in Island Estates
near the Pier: APM is meeting with a contractor to provide a price to either
remove or relocate the Gazebo to another location within Island Estates
to prevent further vandalism or potential fire hazard since there were
signs the Gazebo was damaged from a bon fire. APM will provide a bid to
the board in the next couple of weeks.
Status of Allen Engineering
Research: Allen Engineering has provided a quote to research and create
a maintenance program for the entire storm water system for approx. $8,900.00.
Michael Allen did contact the folks from the County who are handling the
FEMA money and the deadline was too late for this year. He also provided
an estimate to enlarge the flow pipe between Lake 1 and Lake 2 which are
the one lake off of Kilarney and the one between N. of Sunset Lakes drive
and S. of Sunward. The cost to enlarge the pipe would be about $150K and
would not affordable not is it necessary since the pipe is already 42”
in diameter.
OLD BUSINESS:
Status of Drainage Improvements
behind the houses at Sunset Lakes dr. and Sunward dr. on the N.W. Corner:
APM reported that Scott Langston should be done this up coming Monday.
Review Bid for Storm Water
Pipes on Kilarney and Sunflower: The board reviewed bids from Parmenter
Excavating, Atlantic Excavating and Gator Site Work. After discussion and
review Mathew Long made a motion to hire Gator Site Work, Ed Schaffer seconded
the motion and all were in favor. The cost for each repair is about $3500
and is going to be paid from Deferred Maintenance.
Installation of Security
Lights at the Park Due Vandalism and Suspicious Activity: The Board discussed
different options of lighting to put in the main park. APM will get a couple
of bids and meeting with Lee on site to discuss options with an electrician.
Rear Gate Repairs at Sunset
Lakes Drive and Tropical Trail: Some volunteers will try and gather to
repair or straighten the gates Chris Gerace will try and coordinate it
in the next 3 weeks.
Island Estates Tree Trimming
and Landscaping: Chris Gerace mentioned that when he visited the Island
Estates common area thru the access road he noticed the trees on both the
North and South side needed to be trimmed back. He asked that APM Maintenance
schedule a time to cut them back. There is a mitigation area behind the
house to the South of the access road that needs some dead tree removal.
APM will meet with the folks from Aquatic Systems to insure this area is
being maintained according to their contract. APM will also inquire about
the service tech cleaning out the debris and trash from around the “out
flow structure” on the Killarney/Sunset Lake.
How to Supervise Time and
Materials in The Community: Jodi Schaffer is in the community and does
meet with the APM Staff for her needs on the grounds. Lee Tibbitts as during
the time of being Treasurer was given checks, copies of bills and invoices
reflecting the work that was done. Chris asked that APM provide an email
alert to the board when the maintenance staff is on site. This will be
no problem to provide.
