MEETING MINUTES
July 18, 2006
Approved 8/22/06 BOD Meeting
CALL TO ORDER:
The meeting was called to order by Pat Kerr at 7:25.
VERIFY QUORUM:
Board members present were: Pat Kerr-President, Dave York-Vice President,
Marcia Johns-Secretary, Matt Ryan-Treasurer and Dave Diamond. Kathy
Watts represented Advanced Property Management.
APPROVAL OF MINUTES:
Marcia Johns read the minutes
from the April 18, 2006 meeting . Matt Ryan made a motion to
approve the minutes with correction. Dave York seconded the
motion and it passed by unanimous voice vote.
COMMITTEE REPORTS
1. ARC Committee:
Dave York presented the ARC report.
2. Audit Committee:
None at this time.
3. Garden Committee:
The Garden Club planted a tree and cactus. They requested a picnic
table.
4. Gazette: The gazette
has a new publisher but since they don’t have MicroSoft Publisher it may
be in another format. There will be more of a report next month.
5. SWMC: None at this
time.
6. Welcoming Committee:
None at this time.
TREASURER’S REPORT
1. Matt Ryan presented the
Treasurer’s report. Financial report 6-01-06 to 6-30-06
Operating $91,979.15. Reserves $167,795.41 Total disbursements
$28,558.89 Marcia Johns made a motion to approve the Treasurers report.
Dave York seconded the motion and it passed by unanimous voice vote.
2. Discussion on liens/foreclosures:
Anyone owing over $600 has been sent to the attorney. No liens have
been placed at this time. One is satisfied and one is in the process
of being satisfied. After July 31 a $25 late fee will be added.
Matt Ryan and Pat Kerr stressed again that if anyone is having problems
paying to contact them.
Matt Ryan requested information
on the reserve issue. The issue was promised to be adjusted by July
18 but now will be July 19th. Pat Kerr stressed there are no funds
missing.
OLD BUSINESS
1. Contracts – Lawn Service,
Lakes, Sprinkler System:
Lawn Service: Dave
York reported on the lawn contracts. He stated Commercial Mowers
is doing Island Estates and Bob’s Complete Landscaping is doing Sunset
Lakes. There has been positive feedback on the split and that the
irrigation is back working. Pat Kerr stated they needed to cut again
around the lakes. She stated they needed to keep the weeds down.
Matt stated there’s a $900 savings by splitting the two territories.
Matt stated to clean out the berm would take 72 man hours at $17. per hours.
Would take 3 days to finish..
Dave Diamond made a motion
$1224 to clean out the berm at Island Estates. Marcia Johns seconded
the motion and it passed by unanimous voice vote.
Marcia Johns made a motion
to allow Commercial Mowers to clean out the dry retention pond at Island
Estates for $1000. Matt Ryan seconded the motion and it passed by
unanimous voice vote.
Palm trees-Matt has received
prices to trim the palms. Bob’s Landscaping will trim them for $10.
Marcia Johns made a motion to allow Bob’s Complete Landscaping to trim
the trees with a limit of $2500. Matt Ryan seconded the motion and
it passed by unanimous voice vote.
Marcia Johns made a motion
to allow Royalty Tree to remove the dead oak trees and pine trees at the
entrance at a total cost of $770. Dave Diamond seconded the motion
and it passed by unanimous voice vote.
Matt Ryan reported the 3’
fencing at the tennis court needs to be replaced as a safety issue.
Dave Diamond made a motion to replace and repair the fence at a cost of
$1290. Marcia Johns seconded the motion and it passed by unanimous
voice vote.
Lakes: Pat Kerr discussed
the issue of the erosion on Limerick around the lakes. Commissioner
Ron Pritchard has been forwarded the information from Pat Kerr since its
on Tropical Trail. Mr Witkoffs erosion is escalating to the
point the county needs to be involved.
Sprinkler System: Matt
Ryan reported the Florida Irrigation has repaired the sprinklers and now
volunteers will go out and replace the heads, saving funds for the association.
The two gazebo areas are the only areas that need sprinkler systems.
The Park and Island Estates sprinkler systems need to be checked
with an electrical tracer.
Marcia Jones made a motion
to install the sprinklers, with a limit of $3500 for both gazebo areas.
Dave York seconded the motion and it passed by unanimous voice vote.
2. Brevard Sheriff’s Office:
Pat Kerr reported on the contract she had sent to the county. Pat
was assured first that it had been sent to the county and the sheriff’s
office then was told they had not seen it. Pat tracked it down and
now has been assured that contract is with the Sheriff’s attorney to review.
Off duty Sheriff’s have been hired to patrol the property until the contract
is approved.
3. Volunteers:
The parade was well attended. The fishing contest was a success and
everyone seemed to enjoy themselves but there never seems to be enough
volunteers.
NEW BUSINESS
New business by Board –
Discussion:
Kathy Watts will call Kendall
Signs to see if he’s repairing the “T” at Island Estates.
Van Moore needs to look into
the Storm Water issue and just where the permits are and requests Van contact
Neil McCulloh to see what’s happening with it.
Matt Ryan spoke to the builder
of a pool on Sunward Drive that damaged some of the common property.
Matt called Martin Pools to complain and was told they were not responsible
for damage done by the contractor. Matt suggested getting a “performance
bond” for any damages not repaired. The Board requested APM check
with Neil McCulloh concerning a bond enabling the association to hold funds
from a contractor to repair damage done if they, the contractor, does not
repair it.
Matt stated many homeowners
are now parking in the playground area.

Matt Ryan made a motion to adjourn the meeting at 8:35. Marcia
Johns seconded the motion and it passed by unanimous voice vote. |
