SUNSET LAKES BOARD OF DIRECTORS
MEETING MINUTES
June 24, 2009
7:pm at the Moose Lodge
CALL TO ORDER: The
meeting was called to order at 7:06 pm.
VERIFY QUORUM: Chris
Gerace, Mathew Long, Gina McDonald, Ed Schaffer and Lee Tibbits were all
present establishing a quorum. Van Moore of APM was also in attendance.
Approval of Minutes (March
22, 2009): Ed Schaffer made a motion to waive reading the minutes and accept
them as written Mathew Long seconded the motion and all were in favor.
Committee Reports:
Treasurer; Mathew Long and
Lee Tibbits reported that the 2nd half of the dues would be due by September.
A few residents present mentioned that the Bylaws need to be amended to
allow for the Annual fees to be split into 2 payments.
Account Balances: As of the
end of May there is $29K in the operating and there is a total of $457K
in reserves.
Reserve Funding: There was
a question whether or not the road reserves were sufficient for replacement
costs. The board is looking into this to ensure the funding is adequate.
ARC: Jim Turner provided
a list of the ARC Committee Members and a log of approved ARC applications
for Association record.
OLD BUSINESS
1. Gate Repair for West
end of Sunset Lakes $450 for welding plus painting: A local welder is doing
the repairs and a volunteer is going to paint them.
2. Sunset Lakes Blvd. depression
by jogging trail: Lee Tibbits placed a cone in the area and there will
be a fence barrier installed so no one gets hurt. Atlantic Excavating is
looking at the problem and will submit a proposal for repairs.
3. Depression in backyard
on Starlight: Lee and Chris looked at this area and will arrange to have
it looked at and repaired.
4. Weir Cleaning: Van Moore
provided information on what should be done to clean the weirs on a regular
basis especially during the rainy season. The grass carp barriers are required
by the STATE and can not be removed so the grass carp stay contained within
Sunset Lakes.
5. Cost of replacing roads
and adjust the road reserves. There is some concerns that the reserves
funded are not adequate to cover the cost. The board is looking into the
reserves for actual costs and will get an estimate for road replacement
to compare to the budget.
Completed Items:

Killarney and Sunflower repairs:
The storm drain and sinkholes have been completed by Atlantic Excavating.

Gazebo in Island Estates: This
has been removed and disposed of.

Community Entrance: Entrance
NEVER looked better thanks Jodi and Ed Schafer.

Community Park: The Park has
NEVER looked better (new flag pole, tire swings and picnic tables) thanks
Jodi and Ed.

Refuse and recycling person
July 4th: Tracy volunteered Thank You!
NEW BUSINESS:
Dog Park: There was interest from an owner to put a dog park in the area
over in Island Estates that use to be used as a soccer field. Diane Gray
will provide an idea of size and assist APM to get a cost for the project.
Covenant Enforcement: Inspections
are done monthly and some owners have been in violation for quite sometime.
There is a Due Process Committee (DPC) in place the Board is going to decide
and form a fine schedule to impose fines for those who do not comply with
rules and regulations. This fine will be imposed after the DPC has reviewed
the information and has determined that a violation does exist.
Gate Remotes: There will
be a message placed in the gazette stating that gate remotes have to be
purchased and remotes are not free to owners who purchase a home from someone
or remotes that do not work anymore and need replaced.
Yard Waste and Tree Trimmings:
Owners must call for a special pick up when placing trimmings out by the
road. Owners are urged not to stack trimmings in the street blocking traffic
or near any storm drains where it may cause blockage after it rains. Lee
will have this put into the gazette as a reminder.
Security Lighting for the
Park: The board reviewed several bids for installing lighting in the park.
The project at this time is not affordable and has been tabled for now.
Bids were ranging from $10K to $15K. There was discussion of installing
a chain across the entrance going into the main park. However the problem
with the chain is that someone would have to unlock it daily to allow access
to owners during the day.
